(1) When the
government committed to investing in tier 2 rail lines, did the network lessee
give a commitment that it would keep the MilingQQQ ### QQQBolgart line open?
(2) If no to (1),
why not?
(3) What
commitment was given by the network lessee to the government regarding the
continued operation of tier 2 rail lines prior to government funding being
provided?
