(6) At that workshop was the prospect of having a coastal development such as a marina between Fremantle and Hillarys considered for community feedback/input?

(14) A set of criteria have been set by the Department of Planning and Infrastructure about the suitability of a marina development on the Perth coast. They are, the availability of natural protection from storm conditions (shelter from both wind and waves), safe access to near-shore sheltered waters as well as a safe route to the open sea, the availability of adequate water depths (including lack of submerged hazards), the proximity to desirable boating destinations, the proximity to centres of present and future populations, the compatibility of adjacent land uses; and environmental compatibility. Could the Minister advise which of these criteria she deems would be satisfied if a marina was located in Swanbourne and could she substantiate her answer for each criterion she deems is satisfied?
(15) Has the Minister approached the Commonwealth Department of Defence to seek their support for a marina in Swanbourne?
(16) If yes to (15), what was the outcome of this approach?
(17) Given that Swanbourne is an established suburb with local access streets only, what road access to a new marina would the Minister consider as suitable if a marina was located in Swanbourne?
(18) Does not the Minister support public access to Perth beaches?
(19) Has the Minister considered what social impact a marina in Swanbourne resulting in the removal of one of Perth's most popular beach and surf spot would have on surrounding beaches, including Cottesloe Beach?

1. The Perth Coastal Planning Strategy commenced under the Western Australian Planning Commission (WAPC) resolution and direction from the Coastal Planning and Coordination Council of the WAPC in April 2004.
2. There have been two phases of community engagement.
Phase one consisted of:
· a community values survey;
· youth forum;
· Nyungar forum;
· overarching workshop;
· four sector workshops; and
· a stakeholder forum.
Phase two consisted of:
· a southern workshop; and
· a northern workshop.
3. The last workshop for the north was held on 26 May 2007 at AQWA, Hillarys Boat Harbour.

5. A marina at Swanbourne was not identified in the Department for Planning and Infrastructure's (DPI) draft Perth Recreational Boating Facilities Study as a potential site. The Swanbourne marina proposal is a relatively recent and independent proposal. DPI is unaware of what, if any, detailed planning and consultation has been undertaken in preparing the proposal. It is not considered appropriate to include such an undeveloped proposal at this stage.

7. As outlined in the answer to Q5, marina developments such as that proposed for Swanbourne were not identified in the DPI study, nor were they raised in the workshop.
8. The Minister has approved the draft 'Perth Recreational Boating Study' for release as a discussion paper for community comment. Community comment is being sought until July 31, 2007. The report does not contain endorsed recommendations, only a schedule of potential development options.

11. The Minister recognises the demand for new boating facilities in the Perth Metropolitan area, as has been identified in the draft Perth Recreational Boating Facilities Study. At this stage, a proposal for Swanbourne has not been reviewed by DPI or progressed beyond being an independent proposal from outside Government. However the Minister supports the investigation of such proposals by the private sector where the proponents are prepared to undertake the necessary consultations and investigations to determine the feasibility of the proposal.
12 I am advised that, on one occasion, (13 February 2007) two people met with officers from DPI to discuss Perth boating facility matters in general and a marina proposal at Swanbourne was included.
13. The two people (John Bell and Robert van Straalen), who are also councillors from the City of Nedlands, are understood to be acting in a private capacity and not on behalf of Council. Advice to DPI was that a working group was being formed that would comprise 6 of the 13 Councillors, a number of yacht clubs and the Boating Industry Association (BIA). Advice from John Bell indicated that there were no developers involved in this proposal.

Yes. One of the objectives of the Government's 'State Coastal Planning Policy: SPP No. 2.6' is to "provide for public foreshore areas and access to these on the coast". Additionally, one of the guiding principles of the draft Perth Coastal Planning Strategy is to "ensure coastal areas have the right level of services, access and amenity." The Minister is interested to know whether the Greens support the provision of marinas and if so where.
19. N/A. The Swanbourne marina concept is not being proposed or progressed by the Minister or the DPI. Should the proposal continue to progress, the proponent/s would need to satisfy the requirements of the relevant Local and State Government agencies on this matter.
