I refer to the State Infrastructure Strategy - Implementation Progress Report 2024 , and I ask: (a) what is the status of the Western Australian Government action "Consider improvements to the metropolitan freight rail system to increase capacity including intermodal terminals", described with the deliverables: (i) preparation of a strategic report on future of the metropolitan freight rail system that considers capacity expansion requirements, including new intermodal terminals; and (b) is the Minister able to provide a brief update on the operations of the Kenwick Intermodal Terminal over 2025, identified in the action update to be operational by the end of 2024?

(a)        Westport undertook modelling and optioning of future landside container freight arrangements as part of the development of the 2024 Business Case.  Kewdale, Kenwick and Forrestfield have been identified as the future container intermodal locations.
(b)        Kenwick Intermodal Terminal began operation in August 2024 and has had a significantly positive impact on rail freight volumes. Since October 2024, there has been a record number of monthly twenty-foot equivalent units (TEU) on rail, exceeding 17,000 TEU per month, or more than a 20 per cent increase compared to July 2024. In June 2025, the monthly rail freight volumes exceeded 20,000 TEU per month for the first time.
In 2024-25, there was an annual record number of almost 208,700 TEUs on rail, or a 31 per cent increase from the previous financial year, due in large part to the opening of Kenwick Intermodal Terminal.
