(1) Is the Minister aware that the General Conditions of Contract for the Zone Maintenance Contract of the Department of Housing and Works has a section entitled ‘Aboriginal Economic Development Consideration’ in which a financial allowance of up to 10% is made for tenders from businesses that are at least 50% owned by Aboriginal persons or where the tenderer can demonstrate a commitment to ongoing employment strategies and programs for Aboriginal people?
(2) What is the justification for giving such businesses a ‘10% financial preference’ over other tenderers?
(3) Why was any financial preference given when it would not have cost the taxpayers of WA any additional sum if preference was simply given to businesses that were at least 50% owned by Aboriginal persons or where the tenderer can demonstrate a commitment to ongoing employment strategies and programs for Aboriginal people?
