Mr. Krsticevic asks about the implementation details of mandatory councillor training recommended in the Local Government Act 1995 review, including program uniformity, funding, costs for councillors, retrospective application, ongoing training, penalties for non-compliance, and course costs. The Minister's response indicates the legislation is still being drafted and the sector will be consulted.

I refer to the recommendation from the first phase of the Local Government Act 1995 review that councillors undertake formal training for their roles, and ask: (a) Will there be a uniform program across all local governments or will each council run its own program; (b) Who
will fund the training courses; (c) Will prospective councillors be required to pay for any of the costs of the training courses; (d) Will
the training be retrospective for existing councillors; (e) What
continual training will be required for councillors: (i) Who
will fund the additional training; and (ii) Will councillors be required to pay for the extra training; (f) What will be the penalties for councillors who don’t complete, or pass, the training courses within the 12-month period; and (g) How much will training courses for prospective councillors cost?
