Hon Adele Farina questions the discrepancy between the WA Health Clinical Services Framework's stated 33 mental health beds at Bunbury Regional Hospital and the Department of Health website's data of 27 beds. The response clarifies the difference between built and funded capacity, stating the unit is currently resourced for 27 beds and increased capacity requires a business case based on demonstrated demand.

I refer to the Western Australia Health Clinical Services Framework 2010-2020 which states that Bunbury Regional Hospital should have 33 mental health beds and the Country beds data on the Department of Health Website which states that as at February 2011, the Bunbury Regional Hospital has 27 mental health beds only, and ask -
(1) Is the website data of the number of mental health beds at Bunbury Regional Hospital correct?
(2) Why is there a shortfall of six mental health beds at Bunbury Regional Hospital?
(3) Does the Mental Health Unit at the Bunbury Regional Hospital have the capacity to cater for 33 beds?
(4) When will the Mental Health Unit have its full complement of 33 beds?

(1 - 2) The
WA Clinical Health Services Framework 2010 - 2020
identifies the built capacity of the Acute Psychiatric Unit (33 beds). The Department of Health Website identifies the funded capacity of these beds (27 beds made up of 6 secure beds and 21 open ward beds). The Acute Psychiatric Unit is resourced to provide a 27 bed inpatient service.
(3) The Mental Health Unit has operational funding to provide 27 psychiatric inpatient beds. To increase the Mental Health Unit to 33 beds, a Business Case to the Mental Health Commission demonstrating demand for increased inpatient beds would need to occur. At present, this demand is not indicated.
(4) The WA Country Health Service - South West continues to plan services according to activity and demand. If it is identified that the Mental Health Unit requires an increased bed capacity, a business case to the Mental Health Commission will be submitted.
