(b) if so, why is it so difficult for the inventors to convince the State Government to negotiate the use of the technology within the Western Australia Police Force, and thus keep in Western Australia Intellectual Property (IP) developed here; and (c) will the Premier in his capacity as Minister for Science intervene to ensure the IP is not lost to Western Australia?
(c) will the Premier in his capacity as Minister for Science intervene to ensure the IP is not lost to Western Australia?
(a) Yes. (b) - (c) The State continues to support start-up companies such as Supersoftware (the creators of IVIS technology) through a number of measures such as funding associations or groups experienced in developing the capabilities of these technology based start-up companies to become sustainable in the long term. Assistance includes funding support of approximately $200,000 in direct funding and $240,000 in indirect funding (provision of accommodation at Technology Park) to the Software Engineering Association of WA with similar funding from the Federal Government to develop these companies products. Supersoftware was the inaugural company chosen by SEAWA to further develop its product. The State has also provided funding to Entrepreneurs in Residence (EIR) also based at Technology Park, Bentley totalling $500,000 to support the progression of companies beyond the initial assistance provided by SEAWA. Supersoftware graduated from SEAWA and was taken up by EIR as a company which showed promise in its product development. This has resulted in EIR assisting Supersoftware to source suitable development funding to allow the company to grow. In March 2003 the Department of Industry and Resources assisted Supersoftware in the provision of costs of airfare and accommodation ($2500) and establishment of suitable meetings in the UK and European markets to promote its product as part of a Ministerial Investment Mission to Amsterdam and the UK led by the Minister for State Development. This mission included the Minister for State Development introducing Supersoftware at a meeting of the peak IT Police body in the UK to demonstrate its product to the UK Police Force. The Minister for State Development has also written to the Minister for Police (WA) seeking support for Supersoftware's product to be purchased by the WA Police Force. I understand that the product has been trialled on two occasions with the WA Police Force.
