(1)-(2) There is no delay in this matter. I have sought to obtain the services of appropriate people to carry out this review. It is necessary to work out who they will be and I have virtually finalised that. I am seeking a wide range of skills and knowledge. It is also necessary for me to arrange for them to be remunerated and it is necessary to negotiate with the individual members of the panel. I expect to be able to announce their names within the next week.
