BARNETT GOVERNMENT — EXPENDITURE ON CONSULTANTS
I note that the government spent $25 million on consultants in 2009, compared with the previous government’s expenditure of $11 million in its last full year. (1) Why has the government broken its promise to cut consultancy expenditure by $5 million a year? (2) Why has the Premier himself spent $150 000 of taxpayers’ money on his mates Chris Ellison, Haydn Lowe and Peter Oates? (3) How can the Premier justify excessive spending on consultants, and his broken promise, to Marie Fiorentino and other pensioners struggling with huge increases in electricity bills? Mr C.J. BARNETT

(1)–(3) This government has expenditure on both consultancy and advertising significantly below that of the previous Labor government. Mr M. McGowan : Rubbish! Mr C.J. BARNETT : If members look at the figures, they will find that the biggest item of consultancy was the design and architectural work for Fiona Stanley Hospital. Is that inappropriate? The thing has to be designed before it can be built. Mr E.S. Ripper : It’s the total, and you’re breaking a promise. Mr C.J. BARNETT : Members will also find other major items for the design of Oakajee port. Mr E.S. Ripper : It was your promise! Several members interjected. The SPEAKER : Members! Mr C.J. BARNETT : If members go through and look at the detail, they will find that this government does not spend on consultants as the previous government did; we have spent on, basically, engineering and design work. Nearly $3.5 million has been spent on engineering and design work for Fiona Stanley Hospital. Mr E.S. Ripper : It’s a broken promise! Mr C.J. BARNETT : The former government talked about it for five years but failed to build the hospital; we are building it, but we realised that it actually had to be designed before it could be built, unlike the former government, which started to build Perth Arena down the road before it was designed! That is why it blew out about twice in cost.
