I refer to the Total Waste Management toxic plant located near Kalgoorlie Boulder and the current licence -
(1) Can the Minister explain the justification as to why Total Waste Management has been given or issued by the department with a 3 month licence as opposed to a 12 month licence?
(2) If no to (1) why not?
(3) Is it normal for any premises to be issued with a 3 month licence?
(4) If no to (3) why not?
(5) If yes to (3) why?

(1) Yes. The issuing of the licence until 8 December 2003 will enable more detailed consultation to be undertaken between the Department of Environmental Protection, the City of Kalgoorlie Boulder and other interested community groups such as the Kalgoorlie Boulder Community and Industry Reference Group (KBCIRG). This was in direct response to the City of Kalgoorlie-Boulder expressing concerns about the level of consultation on licence conditions. (2) Answered by (1). (3) No. (4) Licences are normally issued for a 12-month period unless there has been a breach of licence conditions. There was no breach in this situation. Rather Total Waste Management agreed to a three-month licence when it was under no obligation to do so, to facilitate community consultation. (4) Not applicable.
