I refer to the Premier’s widely reported statement on 4 April 2013 that "juveniles sent to Hakea adult prison are burglars, rapists and violent multiple offenders", and I ask:
(a) how many juvenile detainees are currently held at Hakea and Banksia Hill (both on remand and sentenced);
(b) of these detainees, how many have been convicted of rape;
(c) how many have been convicted of burglary;
(d) how many have been convicted of multiple violent crimes;
(e) how many have not been convicted of burglary, rape or multiple violent offences;
(f) how many have not been charged with or convicted of burglary, rape or multiple violent offences;
(g) how many are being treated for drug and/or alcohol addiction;
(h) how many have been diagnosed with Fetal Alcohol Syndrome;
(i) how many are classified as functionally illiterate;
(j) how many have been diagnosed as suffering from Post Traumatic Stress Disorder; and
(k) how many are currently being medicated as part of treatment for a mental illness?

(a) As at 7 May 2013, there were 184 detainees held at Hakea Juvenile
Detention Centre and Banksia Hill Detention Centre (both on remand and
sentenced).
Note: For parts (b) to (f) conviction numbers are given on the basis of any
offences, past or present.
(b) Out of the 184 detainees, 16 were convicted atsome stage of 'Aggravated
Sexual Assault.'
(c) Out of the 184 detainees, 104 were convicted at some stage of
'Burglary.' It is noted that this total includes 54 detainees who were, at some
stage, also convicted of 'Aggravated Sexual Assault' and/or multiple violent
offences.
(d) Out of the 184 detainees, 62 were convicted at some stage of multiple
'Homicide,' 'Assault' or 'Robbery' offences. It is noted that this includes 49
detainees who were, at some stage, also convicted of 'Aggravated Sexual
Assault' and/or Burglary.
(e) 61 detainees have not been convicted of burglary, rape or multiple
violent offences.
(f) Only seven detainees have not been charged with or convicted of
burglary, aggravated sexual assault or multiple violent offences at some
stage.
(g) Drug and alcohol treatment is provided to the sentenced population. On 4
April 2013 (most recent data available), of the 102 sentenced detainees, 84
were assessed as requiring a drug and alcohol treatment program.
(h) In view of resource implications (specialist practitioners in the
relevant fields), the Department's capacity to diagnose non medication
treatment conditions, such as foetal alcohol syndrome disorder is limited.
(i) The Department records functional literacy not functional illiteracy. As
at 10 May 2013 (most recent data available) there were 47 functionally literate
remand and sentenced young persons in custody.
(j) 16 detainees currently held at Hakea and Banksia Hill have been
diagnosed as suffering from Post Traumatic Stress Disorder.
(k) 19 detainees currently held at Hakea and Banksia Hill are being
medicated as part of treatment for a mental illness.
