CENTRE — PRE-RELEASE AND EXIT PLANS
1039. Hon Dr BRAD PETTITT to the minister representing the
Minister for Corrective Services:
I refer to community reports that a young
person was recently released from Banksia Hill Detention Centre and flown to
Meekatharra with no-one being notified of their release.
(1) Is there a policy for young
people to have pre-release/exit plans when they leave youth detention?
(2) Who is involved in the creation
of those plans?
(3) Who is responsible for the
implementation of those plans?
(4) What
percentage of young people released from youth detention, by region, this
financial year have had exit plans?
(5) What
improvements to exit planning and throughcare are identified in the model of
care and have they been implemented?

I thank the honourable member for
some notice of the question. The Department of Justice advises —
(1) Yes.
(2) Youth Justice
staff create the release plan in consultation with the young person, the
responsible adult and relevant stakeholders for the purpose of their early
release–supervised release order.
(3) The assigned
youth justice officer is responsible for the implementation of the release plan
in the case of a release from custody prior to the expiry of the detention
sentence–supervised release order.
(4) It is 100 per cent.
(5) Fostering a throughcare-focused
approach to care for young people is a component of the model of care. This
includes planning for successful transition of a young person back to the
community on entry and integrated case planning to support throughcare.
