DRIVERS’ LICENCES - OWNERSHIP
(1) In whom does the property in an expired driver’s licence reside? (2) Which regulation, if any, provides for the ownership of the property in an expired driver’s licence? Hon LJILJANNA RAVLICH

(1)-(2) This is a very interesting question; interesting to the extent that no-one has ever asked it before. Having said that, the Department for Planning and Infrastructure advises that it is unclear who owns the property in an expired licence. No regulations apply in this area and the practice has been to allow the licence card to be retained by the licence holder upon expiry. To clarify the ownership question, I have asked the department to seek formal legal advice.
