I refer to a Department of Housing property at Lot 85 on Plan 1547 as shown on certificate of title 2173/253 known as 66 Murray Road, Bicton, and I ask:
(a) on what date did the demolition of the property at this site commence;
(b) on what did the Department become aware of possible asbestos contamination of the soil at this site;
(c) did the Department receive formal notification that the Department of Environment and Conservation were looking into possible asbestos contamination at this site, and if so, on what date;
(d) did demolition, earth or construction works stop at this site as a result of concerns about possible asbestos contamination, and if so, on what dates was work stopped;
(e) did the Department of Housing have an Occupation Health and Safety (OHS) plan for this site, if so:
(i) on what date was the OHS plan approved;
(ii) did the original OHS plan include reference to asbestos or possible asbestos contamination at the site; and
(iii) was the OHS plan ever amended to include asbestos or possible asbestos contamination at this site and if so, on what date; and
(f) did the Department notify local residents of concerns about possible asbestos contamination on site, and if so, how were residents notified, and on what date/s?

The Department of Housing advises:
(a) September 2010.
(b) The Department's records indicate that an adjoining property owner contacted the Department on 22 October 2010 with concerns about possible asbestos contamination.
(c) The Department received notification from the Department of Environment and Conservation on 15 November 2010 that it had received a report about possible contamination. A subsequent letter from the Department of Environment and Conservation dated 10 February 2011 formally notifying the Department that the site had been classified as "Possibly contaminated - Investigation required" was received on 15 February 2011.
(d) Yes, on 12 January 2011.
(e) The demolition contractor and the building contractor both had Occupation Health and Safety (OHS) plans.
(i) Contracting requirements for these works required contractors to have OHS plans in place. These plans are within the control of the head contractors and not subject to approval from the Department.
(ii) Yes, both of the contractors' Occupation Health and Safety (OHS) plans included reference to asbestos removal from the site.
(iii) No
(f) Yes, letters dated 18 April 2011, 13 May 2011, 18 May 2011 and 6 September 2011.
