966. Hon Bob Thomas to the Minister for Transport:
With respect to the $25m allocated over 10 years from Transform WA for the upgrade of the 890 kilometres of Great Central Road as a part of the Outback Highway -
(1) Will members of the public continue to be able to use this road without impediments such as permits or any other restrictions financial or otherwise?
(2) If not, why not?
(3) Will the route taken by the road be designated a road reserve to the accepted width for roads in remote regions and be dedicated for public use over the whole of its length?
(4) If not, why not?
(5) Has an agreement been reached (or is one being negotiated) which gives members of the public unrestricted access at a reasonable cost on a permanent basis to aircraft landing facilities adjacent to the road?
(6) If not, why not?
(7) Has an agreement been reached (or is one being negotiated) which gives members of the public unrestricted access at a reasonable cost on a permanent basis to ambulance, nursing post and other medical facilities adjacent to the road?
(8) If not, why not?
(9) What provision has been made for land for roadhouses, motels, caravan parks and camping facilities to be made available to members of the public on a permanent and unrestricted basis?
(10) Where or what intervals will those facilities be located?
(11) What development work has been undertaken on the highway to date and what supervision has Main Roads WA applied with regard to drainage, general construction techniques and adherence to GPS Kinetic Survey determined alignments?
(12) Have National Competition Policy principles been applied to the letting of contracts for work on this project?
(13) If not, why not?
(14) How much of the $25m has been spent on this project to date and what was it spent on?
(15) What moneys will be spent in each of the years -
(a) 2000/01;
(b) 2001/02;
(c) 2002/03; and
(d) 2003/04,
and what will it be spent on?
