Western Power has provided the Minister for Energy with the following response.
(1)  It is important to note that there is no charge if a lot is already serviced to the required capacity. For example, if a new business is being established on a lot that was previously used for commercial purposes, the new business owner would get a credit for the capacity used by the previous business owner. It is only when a new business is being established on an unserviced lot that the full headworks charge would apply.

(2)  It is important to note that there is no charge if a lot is already serviced to the required capacity. For example, an individual purchasing a residential lot in one of the towns listed below would not normally pay a headworks charge as the lot would already be serviced, or, in the case of a newly developed lot, the developer would have paid the headworks charge.
