Will the Minister provide the business case for the new swimming pools at Balgo and Kalumburu and if the business case is not complete: (a) please provide a status update on the development of the business case and when it is expected to be complete; (b) please outline the cost of the new swimming pools; (c) please outline the list of key stakeholders that were engaged in the community when it came to this project; and (d) please provide an update as to whether the full $14 million will go towards the swimming pool or other facilities as requested by the community (e.g. a men’s shed type of facility)?

(a)       The construction of two new swimming pools in the remote Aboriginal communities of Balgo and Kalumburu over the next three years forms part of  an election commitment. Detailed feasibility studies for the new pools are being finalised.
(b)       $14 million has been committed by the State government for the construction of the two new pools, based on a pre-tender budget estimate. This allocation   includes the construction of the pools and related facilities, the pool manager’s house and delivery of essential service infrastructure.
(c)       The Department of Communities, in collaboration with Royal Life Saving  Society WA, has undertaken consultation with the governing bodies of each community (Wirrimanu Aboriginal Corporation for Balgo and Kalumburu Aboriginal Corporation for Kalumburu), along with the respective community chief executive officers, Board of Directors and members regarding the pool projects. Communities has also consulted with the Aboriginal Lands Trust as the current landholder over the development sites.
(d)       Current estimates indicate that the $14 million will be required for the planning  and construction of both pools, related facilities (pool manager’s office, kiosk,   first aid room, storage, male and female change rooms etc.), pool manager’s house (separate, standalone three-bedroom dwelling) and essential service infrastructure (power, water and sewer).
Current funding does not allow for additional community facilities and this has not been included in project scoping.
