CONSTRUCTION AND DEMOLITION MATERIALS —
RECYCLING PROGRAM
1212. Hon SALLY TALBOT to the minister
representing the Minister for Environment:
I refer to the minister's
announcement on 10 September 2015 that the state government would invest $10 million
in an incentive scheme to increase local councils' use of recycled
construction and demolition materials in civil engineering projects.
(1) How much of the $10 million has
been spent to date?
(2) Who has received that money,
when and for which projects?
(3) Does the
minister's announcement on 10 March 2016 that the state government
would make $10 million available for local councils to use recycled
construction and demolition waste in civil engineering projects refer to the
same incentive scheme?
(4) Does the ''Waste
Authority Position Statement: Construction and Demolition � Waste''
dated June 2016 relate to the same incentive scheme?
(5) If yes to
(4), why did a position statement that aims to be ''providing the policy
basis for the Waste Authority's support of the use of recycled C&D
products'' appear nine months after the minister announced the incentive
scheme funding?
(6) Does the
Liberal–National government have any idea how to reverse the complete
failure of its policy on keeping construction and demolition waste out of
landfill and illegal dumps?

day! I thank the member for some notice of the question. I note this question
was asked on 8 September, so it is correct at that date.
(1) No funds have
been disbursed to date. Applications for $482 300 of funding have been received
and are being assessed.
(2) Not applicable.
(3) Yes.
(4) The Waste
Authority's position statement is a policy promoting the use of
construction and demolition waste and is complementary to the recycled
construction products program.
(5) The position
statement builds on the Western Australian waste strategy Creating the Right
Environment and includes a broad range of issues relating to the use of
recycled construction and demolition waste.
(6) There has
been a significant reduction of over 550 000 tonnes in the disposal of
construction and demolition waste to landfill between 2010–11 and 2014–15
as a result of increases in the landfill levy at inert landfills during this
period. The Department of Environment Regulation's illegal dumping
program identifies illegal dumping incidents through public complaints, overt
and covert surveillance, and sharing intelligence with partners including local
governments and other land managers.
