With regard to the answer to Question on Notice 6821, the Minister for Environment stated that the labelling and transport of radioactive material in Western Australia is regulated by the Radiological Council and Department of Minerals and Petroleum, and I ask:
(a) does the Minister agree with this statement, and if no, why not;
(b) can members of the Radiological Council approve and regulate management plans for companies transporting radioactive material;
(c) can members of the Radiological Council work simultaneously as an employee or consultant for companies whose activities they regulate;
(d) can members of the Radiological Council be simultaneously employed to produce a radiation management plan for a private company and then approve and regulate that plan, and if yes, how is the conflict of interest managed;
(e) can a member of the Radiological Council be a shareholder of the company whose management plans they approve and regulate, and if yes, how is the conflict of interest managed; and
(f) can a member of the Radiological Council be a Director of the company whose management plans they approve and regulate?

(a) Transport of Radioactive Substances on public roads is regulated under the Radiation Safety (Transport of Radioactive Substances) Regulations administered by the Radiological Council.
(b) The Radiological Council regulates and approves the radiation protection program required under the Radiation Safety (Transport of Radioactive Substances) Regulations.
(c) Yes.
(d) Individual members of Council do not approve the radiation protection program. Members must declare any potential conflict of interest.
