I will give the member a brief history of the last few years during the Leader
of the Opposition's last term in office.

During the term of the last
government, over that four years —

for the second time. I know you want to hear the budget speech, but the way you
are going, you will not.
Mr M. McGOWAN : The clock is
ticking away in a number of ways, Leader of the Opposition.
During the last term of the last
government, there was no job growth in Western Australia
Dr M.D. Nahan interjected.
The SPEAKER : Leader of the
Opposition.
Mr M. McGOWAN : His government
delivered the first recession on record in Western Australia.

Opposition, I call you to order for the first time.
Mr M. McGOWAN : It delivered
the first recession on record, the worst financial management in history and no
new jobs were created. That was its record in its last four years. Under this
government, we have seen the economy lifted out of recession, 37 000 new jobs
created across Western Australia, a government that has got on with the job of
fixing the finances that we were left, and confidence across the Western Australian
community. A whole range of new projects are going on, but one I want to talk
about that we are very keen to secure as soon as possible is the Scarborough
gas project, off Karratha. The Minister for Mines and Petroleum and I worked
cooperatively with Woodside with the hope of getting to a financial investment
decision later this year or next year. Scarborough is around a $15 billion
investment, which would bring the gas onshore at the Pluto plant. We will do
everything that we can to ensure that that investment decision is made, because
that will be a significant opportunity for our state. Whether it is Scarborough
or the LNG Futures Facility, Albemarle's lithium project, or the new
cooperative research centre for lithium that is being established in Western Australia,
this government is securing those projects and getting on with the job of
creating jobs in our state.
