I refer to the Duncraig Early Learning Centre's (DELC) lease agreement with the Department of Communities, and I ask: (a) Are there any proposed changes that would see the Department of Communities withdraw from existing tripartite agreements, pushing centres like DELC to lease directly from their local government; and (b) Are maintenance and upgrades at the DELC currently funded by the Department under the current agreement: (i) If yes, what is the current arrangement and is it subject to any change in conditions, quantum of funding or other elements?

a) The building from which the Duncraig Early Learning Centre (DELC) operates is owned by the City of Joondalup and is leased to the Department of Communities.
DELC occupies the facility under a Deed of Licence from the Department of Communities and DELC is responsible for the lease costs.
Since the last lease between the City of Joondalup and the Department of Communities was signed, the City of Joondalup has implemented a new Property Management Framework. The new Framework categorises the Department of Communities as a category A tenant, which would result in significantly higher lease costs under a new lease agreement.
No decision has been made to withdraw from existing tripartite agreements.
b) Under the current agreement between the Department of Communities and the Duncraig Early Learning Centre Incorporated, responsibility for funding of maintenance and upgrades depends on the particular type of maintenance or upgrade required.
