Given that the Premier has been critical of the previous Government’s sale of public assets, such as AlintaGas and the Dampier to Bunbury gas pipeline - (1) Does the Premier accept that the sale of public assets by the previous Government reduced public sector debt by more than $3 billion? (2) Does the Premier also accept that without this debt reduction his Government would not be able to fund the southern rail project? (3) How can the Premier accuse the previous Government of bad economic management when his Government’s most expensive public infrastructure project would not have been able to proceed but for the good financial position it inherited upon winning government in February 2001? (1)-(3) First, I refer to the economic management of the previous Government. Those who engage in economic commentary have passed their judgment on the previous Government; that is, expenditure was out of control. Indeed, it had five deficits in eight of its budgets. It did all of that at the same time that it was flogging off assets. That is an appalling financial record. This Government has reversed that. We have stopped privatisation and we have surpluses on our operating account. We have had over $3 billion worth of capital works in each of our budgets. Our financial record stands up much better than the financial record of the Liberals. I am happy to say that that has been acknowledged by serious financial commentators. With regard to the southern rail, I am enjoying the fact that the Liberals and Nationals, and now a former Liberal member, are attacking the southern suburbs rail project. They can keep going for it because the Government knows that the people of Western Australia have a much more comprehensive understanding of the future needs of Perth than the narrow-minded Liberals. They know that for Perth to keep its amenity into the twenty-first century, for us to guarantee the equality of opportunity for all our citizens wherever they live in the metropolitan area and for us to preserve the economics of our growing city, we have to have the Mandurah rail project. They understand that and we understand that. I assure the member for Vasse that the Government is funding that rail project within all the financial parameters I outlined before. I am very happy that the Liberals are attacking the rail project because it clearly shows to the people of Western Australia one of the big divides in Western Australia; that is, the narrow-minded conservative Liberals who have no vision beyond their own self-interest. That is the same lack of vision that led the Liberals to close the Fremantle to Perth railway line. That is its lack of vision. This Government, of course, built the northern suburbs rail line and we are now extending it further north to Thornlie from the Armadale line. We are going down to Mandurah - Several opposition members interjected. Dr G.I. GALLOP: They do not want to hear this because they do not like hearing about vision. They are narrow-minded people who are caught up in their own little self-interest. That is the definition of Western Australian Liberalism.
