Environmental Protection Authority consult with the stakeholder reference group
prior to the briefing on 2 February 2019; and, if not, why not?
(2) If yes to
(1), which members of the group were consulted?
(3) What does the
reference to ''100,000 t'' mean and in what context was it
discussed in the notes taken by the executive director of the EPA?

I thank the Leader of the Opposition
for some notice of the question.
(1) Yes.
(2) I am advised
by the Environmental Protection Authority that all active members of the
stakeholder reference group were consulted.
(3) At a high
level, the briefing detailed that the proposed guidelines would consider all
scope 1 emissions from projects emitting over 100 000 tonnes of carbon dioxide
equivalent emissions per annum. Details including amounts, timing and
mechanisms for offsetting were not discussed.
