I refer to my question on notice No. 5664 and clause 29(b) of the Council of Australian Governments National Partnership Agreement on Skills Reform and the jurisdiction specific Implementation Plan for Western Australia, and I ask —
(1) What strategies will the Government be implementing to ensure that State Training Providers can continue to —
(a) service the training needs of the regions and local communities; and
(b) provide improved skill and job outcomes for disadvantaged learners and communities?
(2) How can the Government guarantee that the needs of disadvantaged learners and communities will be met if it intends to reward State Training Providers that demonstrate high standards of governance with greater autonomy?

(1)(a)-(b) Further to the response provided to question on notice 5664, the Implementation Plan for the National Partnership Agreement on Skills Reform requires the State to affirm State Training Providers' role in ensuring access to training for disadvantaged populations including regional and remote communities.
By committing to maintaining a viable and vibrant public provider network, State Training Providers will continue to be supported through funding arrangements that recognise the Community Service Obligations that focus on the training needs of regions and local communities, including services to assist disadvantaged learners improve skill and employment outcomes.
The Department of Training and Workforce Development will incorporate specific targets and outcomes in State Training Providers' Delivery and Performance Agreements that align with the targets and outcomes of the National Partnership Agreement on Skills Reform.
(2) All State Training Providers have committed to good governance and the implementation of the
State Training Provider Governance Framework
(theFramework
),
which ensures ethical and accountable business practices are embedded throughout their organisations. The Framework also ensures that Government priorities are delivered by the State training system. One of the key priorities under the Department's
Skilling WA: a workforce development plan for Western Australia,
is to increase participation in the workforce particularly among, the under employed and disengaged, mature age workers, Aboriginal and Torres Strait Islander and other under-represented groups.
The needs of disadvantaged learners and communities are specifically addressed in theFramework though the following minimum standards:
· annual Delivery and Performance Agreement is in place and acquitted annually;
· the completion of an annual business plan that includes strategies for meeting the Delivery and Performance Agreement benchmarks;
· Workforce Development Plans, which include targeted participation of under-represented groups; and
· Disability Access and Inclusion Plans.
Compliance is monitored through legislative requirements, including the:
Managing Directors Performance Agreements, which are developed with the Public Sector Commission and myself as the Minister for Training and Workforce Development, and aligned to the Framework;
State Training Provider strategic and business plans which are analysed, monitored and reported on by the Department to myself as Minister annually; and
State Training Provider annual reports.
