I refer to TAFE training courses in early childhood education and care, and I ask: (a) for the years 2022 and 2023, what was the total number of students who successfully completed the following courses: (i) Certificate III in Early Childhood Education and Care; (ii) Diploma of Early Childhood Education and Care; and (iii) Introduction to Early Childhood Education and Care Skill Set; (b) for the years 2022 and 2023, what was the total number of students who enrolled in the following courses: (i) Certificate III in Early Childhood Education and Care; (ii) Diploma of Early Childhood Education and Care; and (iii) Introduction to Early Childhood Education and Care Skill Set; and (c) for the students referred to in (a) and (b), please provide a breakdown of enrolments and completions for each TAFE campus in Western Australia?

While the nominal term for students studying training courses in Early Childhood Education and Care full-time is up to six semesters (or three years), the flexible nature of VET means that students can elect to study part-time in order to keep a part time job or to manage other commitments such as childcare. Due to this flexibility and other factors a reliable completion rate estimate cannot be achieved by simply dividing program completions by program enrolments.
Training contract data indicates there is a high proportion of part-time trainees in these Early Childhood Education and Care qualifications. For the Diploma, around two thirds of trainees are part-time, and more than 70% for the Certificate III.
This means that qualification completions in a given year are likely be associated with students who commenced their studies in earlier years.
One measure of training success in VET is the module load completion rate (MLCR), which is the ratio of training delivery with successful outcomes to all training delivery ending in a given year.
In 2022, the MLCR for all WA students enrolled to study these training courses in Early Childhood Education and Care was 74.4%.
