QuestionView source ↗

I refer the Premier to his comments in an interview on radio 6PR this morning during which he described privatisation as madness and stated that, as he recalled, SGIO was privatised by the Court Government. (1) How does the Premier reconcile this statement with his statement during a radio interview on 8 October 1996 during which he said, “Of course I brought about the privatisation of the SGIO. I carried out my duties extremely well and I do not think that is an issue at all”? (2) Will the Premier admit that he was responsible for the passage of the SGIO Privatisation Bill 1992 as a former minister? (3) In the light of the Premier’s other statement on radio this morning that leopards do not change their spots, will he stop the spin and come clean on his true record on privatisation? Dr G.I. GALLOP

(1)-(3) The Leader of the Opposition is very sensitive on the subject of privatisation. He is so sensitive that when I mentioned on 6PR this morning that he has a comprehensive agenda to privatise all or part of the Western Australian public sector, in went the e-mail to Paul Murray on 6PR. I ask the Leader of the Opposition: when the 1993 state election was held, was the SGIO a private or a public organisation? Can he answer that question? It was corporatised. Mr C.J. Barnett: No, it was not. You brought in the privatisation Bill. Dr G.I. GALLOP: It had been corporatised. It was in full public ownership. Mr C.J. Barnett: Tell the truth, Premier. Dr G.I. GALLOP: I am telling the truth. Mr C.J. Barnett: Try the truth for a change. Dr G.I. GALLOP: It was in full public ownership. Several members interjected. The SPEAKER: Members! Dr G.I. GALLOP: That legislation of 1992 paved the way for privatisation, which was carried through by Hon Max Evans in the Court Liberal Government. That is what happened. That is the truth. Let us return to the issue of Western Australia in 2003. That is the issue the Leader of the Opposition does not want to deal with. Let me ask the Leader of the Opposition a few questions. Does he believe that whole or part of Western Power should be privatised? Mr C.J. Barnett: Answer the question on the SGIO. Dr G.I. GALLOP: Does the Leader of the Opposition believe that whole or part of our port system should be privatised? Does he believe that whole or part of the Water Corporation should be privatised? Does he believe that our rail system should be privatised? Mr C.J. Barnett: I will answer. There is only one pertinent set of facts in this. I privatised AlintaGas and the Dampier to Bunbury natural gas pipeline and you privatised the SGIO. That is the fact. Dr G.I. GALLOP: The Leader of the Opposition does not want to debate the issue for the next election. Sorry, Leader of the Opposition, I will make sure that issue is debated. When we came to government, we said that we would defend the public sector. Let us go through the record. We had that horrific Matrix car leasing deal, which we brought back under public ownership and control. We had the proposal for private financing of the rolling stock for rail, which we brought back under public ownership. We have not privatised public institutions in Western Australia and we will not do it if we win the next election. The question in Western Australia today is: what is the privatisation agenda of the Leader of the Opposition? Make no mistake, we know what it is. The Leader of the Opposition will be exposed for that agenda, and the people of Western Australia will know where the Liberal Party stands at the next election. Mr C.J. Barnett: And you are exposed for not telling the truth. Withdrawal of Remark The SPEAKER: I call on the Leader of the Opposition to withdraw that last comment. I call to order the members for Kalgoorlie, Hillarys, Darling Range and Warren-Blackwood. Mr C.J. BARNETT: I withdraw, Mr Speaker.
