603. Hon JAMES HAYWARD to the parliamentary secretary
representing the Minister for Culture and the Arts:
I refer to the changes to the
interlibrary loans service provided by the State Library of WA.
(1) What changes have been made to the service and why
have they resulted in regional libraries in the South West Region not
having access to the level of service they had previously?
(2) What was the
annualised cost of the interlibrary loan service in the financial years 2018–19
to 2021–22?
(3) Will the minister direct the State Library to
reinstate the level of service previously offered by the interlibrary loan service to ensure the people of the South West Region continue to have
access to this very much appreciated and valued service?

I thank the honourable member for
some notice of the question. I provide the following answer on behalf of the
Minister for Culture and the Arts.
(1) The interlibrary loan service is still available
to all public library users. Material requested by public library users that is
not currently in an individual library's collection will be supplied in
electronic format in the first instance. Where an electronic version is
unavailable, or cannot meet the needs of the user, titles will be purchased if
still in print. Interlibrary loans will be available when requested materials
cannot be supplied in either of these ways. From 1 July 2023, there will be
changes to the delivery method of requested titles.
(2) The
annualised costs are: 2018–19, $617 184; 2019–20, $635 550;
2020–21, $711 383, the higher amount on previous year due to delay in
invoicing payments for 2019–20 made in 2020–21; 2021–22,
$656 719. These costs do not include local government staff. All costs are GST
inclusive.
(3) The interlibrary loan service
is still available to public library users across the state.
