I refer to my question on notice No. 393, concerning the Busselton Foreshore Steering Committee, and the Minister’s answer, and ask -
(1) Where in the Minister’s letter of 11 February 2009, in reply to the Member for Vasse’s letter (undated but received by the Minister’s office on 3 Dec 2008) on this matter does the Minister state that, ‘the South West Development Commission would consult and progress the matter’ as stated in the Minister’s answer to question on notice No. 393?
(2) If the Minister’s advice to the Member for Vasse that, ‘the South West Development Commission would consult and progress the matter’, was not contained in the Minister’s letter to the Member for Vasse of 11 February 2009 but in some other communication or document, will the Minister table the communication or document?
(3) If no to (2), why not?
(4) When the Minister wrote to the Member for Vasse on 11 February 2009 was the Minister aware that the Member for Vasse had written to the Shire of Busselton Chief Executive Officer on 9 December 2008, announcing the establishment of the Steering Committee and its membership?
(5) When the Minister wrote to the Member for Vasse on 11 February 2009, was the Minister aware that the Member for Vasse had already publicly announced in the local newspapers the establishment of the Steering Committee and its membership?
(6) If, as stated by the Minister in his answer to question on notice No. 393, ‘no appointments have been made by me as the composition and terms of reference of the Committee are currently being finalised’, will the Minister confirm if the Steering Committee membership as detailed by the Member for Vasse to the local newspapers and in his letter to the Shire of Busselton Chief Executive Officer on 9 December 2008 is correct?
(7) If, as stated by the Minister in his answer to question on notice No. 393, ‘no appointments have been made by me as the composition and terms of reference of the Committee are currently being finalised’, will the Minister clarify if the Steering Committee being established by the Minister is a different Steering Committee to that announced and established by the Member for Vasse?
(8) If yes to (7), will the Minister explain the role and objectives of the two Steering Committees and whether there will be areas of overlap between the two Steering Committees?
(9) If, as stated by the Minister in his answer to question on notice No. 393, ‘no appointments have been made by me as the composition and terms of reference of the Committee are currently being finalised’, will the Minister explain why the Member for Vasse wrote to the Minister on 3 March 2009, informing the Minister of the membership of the Steering Committee and its draft terms of reference?
(10) Did the Minister reply to the Member for Vasse’s letter of 3 March 2009?
(11) If yes to (10), will the Minister table his reply to the Member for Vasse?
(12) If no to (11), why not?
(13) Will the Minister confirm if Ms Helen Shervington is the Chair of the Steering Committee as advised by the Member for Vasse in his letter to the Minister of 3 March 2009?
(14) Will the Minister advise when he expects to finalise the membership and terms of reference of the Steering Committee?
(15) Is the Minister aware that the Steering Committee has already had an inaugural meeting with the Member for Vasse?
(16) The Minister, in his answer to my question on notice No. 177, stated that the Shire of Busselton is responsible for the community consultation. If this is the case, will the Minister explain why the South West Development Commission is liaising with the Shire of Busselton and the Local Member on the Minister’s behalf to finalise the membership and terms of reference of the Steering Committee, as stated by the Minister in his answer to question on notice No. 393, is this a matter for the Shire of Busselton if it has responsibility for the community consultation?
(17) Who has responsibility for the community consultation on the Busselton Foreshore Redevelopment, the Government or the Shire of Busselton?

I assume the Member is referring to my correspondence to the Member for Vasse of 13 February 2009 for (1)-(5) hereunder.
(1) The letter does not directly state 'the South West Development Commission would consult and progress the matter', however, it is implicit in the letter.
(2) Not applicable.
(3) Not applicable.
(4) No, but I understand it had been discussed at officer level.
(5) No, but there was an awareness of newspaper articles at officer level.
(6) No steering committee has been established by me as Minister.
(7) No steering committee has been established by me as Minister. Consultation by the South West Development Commission together with Council resolution C0902/066 of 25 February 2009 has led to advice to me that a steering committee should not proceed and that the best option for facilitating public consultation is a shire working group. I have accepted that advice.
(8) Not applicable.
(9) I understand the intent of this letter to be the Local Member advising of people prepared to serve as members.
(10) There was no direct reply to this letter, however I have since corresponded with the Member for Vasse to advise him of the arrangements proposed to the Shire of Busselton by the South West Development Commission.
(11) Yes, see tabled paper no.
(12) Not applicable.
(13) There will not be a steering committee. I am advised Shire staff have contacted Ms Helen Shervington to see if she will consider being the chair of the proposed working group. These arrangements are subject to confirmation by the Shire of Busselton.
(14) There will not be a steering committee. The South West Development Commission has proposed a framework for a working group to the Shire for their consideration.
(15) I am advised the original proposed committee met once informally on a social basis.
(16) Consultation by the South West Development Commission together with Council resolution C0902/066 of 25 February 2009 has led to advice to me that a steering committee should not proceed and that the best option for facilitating public consultation is a shire working group. I have accepted that advice.
(17) The Shire of Busselton with technical and financial support from the South West Development Commission.
