TIER 3
RAIL LINES — EFFECT OF CLOSURE
719. Hon KEN TRAVERS to the
parliamentary secretary representing the Minister for Transport:
I refer to the Minister for
Transport's claim in the other place yesterday that ''The
closure of tier 3 railway lines will see zero extra truck movements in the
metropolitan area.''
(1) Does the minister stand by this
claim?
(2) Has the
minister been briefed by Co-operative Bulk Handling Ltd on how it intends to
move the remaining grain in bins serviced by the tier 3 rail lines to port?
(3) Did CBH give
the minister a commitment that all transfer of grain on road would be bin to
bin and would then be moved by rail to port?
(4) Did CBH give
the minister a commitment that no grain from the tier 3 area would be
transferred by road to Kwinana port?
(5) If no to (4), on what basis does
the minister make his claim of zero trucks?

I thank the honourable member for some notice of this
question.
(1) Yes.
(2) CBH have
advised that in the event of tier 3 closing, they will conduct bin-to-bin
transfers to Kellerberrin and Brookton.
(3)–(4) No.
(5) Refer to
part (2) above. In addition, CBH has advised that overall there will be fewer
trucks carting into the metropolitan area due to record levels of freight being
moved by rail, irrespective of whether tier 3 is closed permanently or
otherwise; therefore; a zero increase.
