I refer to the
Towards Zero
Road Safety Strategy adopted by the Government last year, and I ask:
(a) in view of that strategy, what measures, if any, have been taken by the Department of Main Roads to review and upgrade acceptable road standards;
(b) has a business case been developed to focus on better safety outcomes for Western Australian roads based on safe system criteria; and
(i) if so, what will be done with that business case; and
(ii) if not, why not?

(a) Main Roads is preparing jurisdictional supplements to the recently released, updated AUSTROADS Guidelines - Geometric Road Design Series. The new AUSTROADS Guidelines adopt a 'safe system' approach to road design. The jurisdictional supplements are required to ensure that local practices and geographic conditions are appropriately accommodated. The preparation of the supplements for inclusion on the Main Roads website is well under way.
Main Roads has incorporated the principles outlined in the Towards Zero strategy of a more forgiving road environment in several major projects, namely the Kwinana Freeway, Forrest Highway project, and the construction of the Lancelin - Cervantes project that incorporated changes to the typical design standards.
In addition, a demonstration project on the Perth - Bunbury Highway has been completed to determine the most appropriate design standards and approaches to be adopted for retro-fitting existing roads to address one of the major risks highlighted in Towards Zero - run off road crashes.
To lift the road industries' awareness of 'safe systems' and the need to incorporate the principles of the approach into practice, a 'safe systems' component has been built into the Road Safety Audit course.
To further increase knowledge and use of the principles Main Roads has held a number of workshops for Main Roads and Local Government. The most recent workshop was held on 4 June 2010 with guest speakers from the eastern states to discuss design practices being used in other States.
