I refer to a newspaper article which appeared in the
Kalgoorlie Miner
dated Saturday 13 May 2006 titled ‘Investigation into Loongana Lime Renewed’ concerning a serious unreasonable odour from Loongana Lime operations on the 11 April 2006, an ABC radio interview with Mr Wayne Astill from the Department of Environment (DoE) on 6 October 2005, answers to question on notice numbers 3379 and 3380 of 4 April 2006 and a letter to the editor of the
Kalgoorlie Miner
which appeared on page 2 Saturday 28 February 2004 titled ‘Minister Orders Changes’ from Dr Judy Edwards, Minister for the Environment -
(1) Can the Minister explain why Dr Judy Edwards in February 2004 directed the DoE to change the company’s licence so that Loongana Lime must stop burning waste oil when the winds are blowing towards residential areas and to also reduce the dark smoke emissions from the stack?
(2) If no to (1), why not?
(3) Is it correct that Dr Judy Edwards stated in her letter of 28 February 2004 ‘I have also put in place new emission limits for contaminants including heavy metals based on National Health and Medical Research Guidelines’?
(4) If no to (3), what is specifically correct?
(5) Can the Minister quote, from the previous Minister’s Ministerial Determination, the emissions limits for contaminants including heavy metals based on National Health and Medical Research Guidelines the previous Minister was referring to?
(6) If no to (5), why not?
(7) Will the Minister table a copy of the National Health and Medical Research Guidelines that the previous Minister was referring to in February 2004?
(8) If no to (7), why not?
(9) Does the Minister support the reinstatement of wind restrictions for burning waste oil and diesel at Loongana Lime operations, so that residents do not continue to suffer from unreasonable emissions which affect the health, welfare, amenity, convenience and comfort of residents living in the surrounding area?
(10) If no to (9), why not?
(11) If yes to (9), will the Minister ensure that this urgently takes place so that residents do not continue to experience these ongoing unreasonable emissions?
(12) If no to (11), why not?
