I refer the minister to a press release issued by the Western Australian Association for Mental Health yesterday. I know the minister dealt with this in the House, but there has been new information. The press release states - The Minister for Health has been congratulated for his decision to re-instate some of the funding to mental health community organisations . . . (1) Is the minister aware that the head of the Western Australian Association for Mental Health was informed by Department of Health officials that the funding would be restored? This morning I met with Keith Wilson, who reaffirmed that advice. (2) Is the minister standing by his statement today that he has in fact not restored funding? (3) Who is right - the bureaucrats who are showing some compassion for an area that is giving a clinical outcome or, in this instance, a mean-spirited minister who has picked the wrong organisation to cut funding to? Mr J.A. McGINTY

(1)-(3) When it comes to making hard decisions, this mob opposite is a mob of wusses. Several members interjected. Mr J.A. McGINTY: All members opposite are doing is supporting a bit of short-term populism. We have just heard from the Leader of the National Party, who does not want us to make the hard decisions in the health system to get the finances under control because it is too hard and we should await further outcomes. When we make some hard decisions about the real priorities in health care, the Opposition tries to undermine the establishment of financial discipline in the health system. I will tell the member what I thought when I read the release from Keith Wilson, President of the WA Association for Mental Health. I will read the first paragraph of his release, under the heading, “A Little Gain from Much Pain”. It states - The Minister for Health has been congratulated for his decision to re-instate some of the funding to mental health community organisations whose services were terminated with immediate effect following his statement of funding cuts on 16th September. That is just not true. This goes to show the perversity of some people - not me, but others. Mr P.D. Omodei interjected. Mr J.A. McGINTY: Yes. Mr P.G. Pendal interjected. Mr J.A. McGINTY: Yes, indeed. This is a perverse attempt by Keith Wilson to get me to re-announce the cuts of a month ago. That is the only thing it could possibly be. I have received no recommendation - Several members interjected. The SPEAKER: Order, members! Mr J.A. McGINTY: I have received no recommendation from people within the Department of Health to reinstate that funding, and anyone who says to the contrary is not telling the truth. I have made it quite clear that I have no intention of reinstating that funding, and anyone who says to the contrary is not telling the truth. Mr M.F. Board: Come on! That was his advice. Mr J.A. McGINTY: I have said that we will not reinstate the funding, and no-one has recommended to me to reinstate the funding, so why would Mr Keith Wilson say that the Minister for Health has been congratulated for his decision to reinstate some of the funding? I have made no decision to reinstate the funding. That is patently untrue, and I think it is mischief-making. It is as simple as that. Mr M.F. Board: By whom? Mr J.A. McGINTY: It is simple mischief-making by somebody who should not be raising the expectations of the people he purports to represent to then knowingly have them dashed. That is what that is about. I say to the member for Murdoch that we need to get the health budget under control and ensure we are spending money on priorities and not on duplication, wastage or low priorities within the health system, so that we can deliver to those areas that are crucial to the whole of the population. We are spending money on the things that really matter to the general public in Western Australia so that they know they can rely on our public health system in their hour of need. The simple reason for that is that we have been prepared to make some tough decisions and take some bitter medicine at the beginning to deliver the services that really matter to the public of Western Australia in their moment of need. In conclusion, these funding cuts were never going to be reinstated. Keith Wilson has not spoken to me in the past two months about these matters. It is perverse for him to congratulate me for reinstating something that I have not reinstated. Several members interjected. The SPEAKER: Order! I do not know what it takes to get through to members, but I call to order the member for Darling Range for the third time, and the member for Carine and the Deputy Leader of the Opposition.

(2) Is the minister standing by his statement today that he has in fact not restored funding? (3) Who is right - the bureaucrats who are showing some compassion for an area that is giving a clinical outcome or, in this instance, a mean-spirited minister who has picked the wrong organisation to cut funding to? Mr J.A. McGINTY replied: (1)-(3) When it comes to making hard decisions, this mob opposite is a mob of wusses.
Mr J.A.
