I refer to the government’s commitment and the establishment of the Machinery of Government Taskforce on 26 February 2001, its report on 14 June 2001, cabinet approval of its recommendations on 18 June 2001, the introduction of the Machinery of Government (Miscellaneous Amendments) Bill on 4 December 2003, which lapsed through prorogation on 23 January 2005, and ask - (1) Does the government intend to proceed with all or part of the task force recommendations? (2) If so, which parts and when? (3) If not, why not? Hon KIM CHANCE

I thank the member for some notice of this question. (1)-(3) The government remains committed to proceeding with the directions outlined in the report of the task force. A total of 24 of the 55 recommendations have been fully implemented, while many others are at various stages of implementation with a number requiring legislative review and amendment across a range of portfolios. Some significant achievements include a reduction in the number of departments and statutory authorities; the establishment of an independent administrative appeals tribunal, the State Records Office and the Economic Regulation Authority; and the use of a common badge across all public sector agencies. Cabinet has approved the printing and reintroduction of the Machinery of Government (Miscellaneous Amendments) Bill. This bill will implement some of the general recommendations of the Machinery of Government Taskforce. However, some minor drafting changes have been made necessary due to the passage of other legislation since the last version of the bill was drafted. It is anticipated that the bill will be reintroduced in the current session.
