On approval of flood damage applications from Local Governments, reimbursement of 100% of opening up costs and 2/3 of reinstatement costs (1/3 to be funded by the Council) can be accessed. (2) The Federal Government lays down the principles, guidelines, practices and processes for which they provide financial assistance under their Natural Disaster Relief Arrangements (NDRA). The Commonwealth reimburses the State for 75% of their expenditure on disaster relief assistance in the event of a natural disaster. The Fire and Emergency Services Authority (FESA) is responsible for the overall administration and recovery arrangements under the Western Australian Natural Disaster Relief Arrangements (WANDRA). All claims for recoup by Local Governments are submitted through FESA (via Main Roads) and represent 75% of the total costs incurred in repairing / replacing to the extent necessary to restore the asset to its equivalent condition before the flood. Local Government effectively funds 25% of the total cost of remedial work. (3) The Federal Government provides the State with financial assistance through NDRA and reimburses the State for 75% of their actual expenditure in the event of a natural disaster.
