I refer to the Minister's media release in relation to C-series railcar manufacturing on 7 April 2024, which says "The Government is currently meeting its 50 per cent local content target", and I ask: (a) what local content percentage was the Government reaching, at the time of the media release, in order to be said to be meeting the target; (b) what key manufacturing processes comprised the foreign component of the target; and (c) what key manufacturing processes comprised the local component of the target?
