D.C. NALDER : Every project needs to go through a detailed financial
analysis.

SPEAKER : Members for Albany, Victoria Park and Warnbro, I call you to order
for the first time.

D.C. NALDER : It is exactly the same as the Stephenson plan. When every
project was considered, it went through its own financial analysis—and
that included all aspects of Roe Highway. It does not matter which stage we
look at. In the 1950s and 1960s, they did not do the costings of the Stephenson
plan. You start with a plan from transport planners; you do not do a costing
from the Department of Planning on the urbanisation over the next 30 years.

D.C. NALDER : This city has long been looking for a government that has the
audacity to sit down and take a long-term view on what it requires as it
continues to grow.

D.C. NALDER : We have committed to getting it to Morley, because that will
be a major activity centre. If members read the Perth and Peel planning
document, they will see that Morley will be a major activity centre. If members
listen to what I have said, and look at the transport plan, they will see that
it does not identify every train station that is sitting down there. That will
be part of the detailed analysis. Members have come to me. I agree that there
needs to be a greater concentration close to the CBD. We have also said and put
on the transport plan that there will be a station at Edith Cowan University,
but I suspect on detailed analysis that there will be opportunity for more
stations in between, but that will be determined as part of the planning
process.
