TAX ON FAMILY HOMES 338. Mr McGOWAN to the Premier: I refer to comments by the Leader of the Opposition on radio this morning that there is a tradition to not tax family homes. Can the Premier please confirm whether this is correct? Dr GALLOP

I thank the member for Rockingham for his question. I listened with interest to the Leader of the Opposition this morning, in particular his comment which, according to my notes, was - There’s some long standing traditions in taxation in Australia . . . the family home if you like, should not be taxed . . . So I absolutely oppose any move to start taxing people’s family homes. That is an interesting comment from the Leader of the Opposition. Perhaps we might reflect upon his support for the goods and services tax. The GST applies to not only new homes, but also every addition, improvement or renovation to the family home. It applies to every new paving brick laid, every pergola installed, every lick of paint put on the wall and every plant planted in the garden. The GST taxes every bit of furniture we buy for the house, every rug we put on the couch, every sheet we put on the bed and every light bulb we replace. The goods and services tax taxes the electricity that comes into the house, the gas to heat the water and with which to cook, and the detergents to clean the dishes. The Leader of the Opposition even says that he does not favour death duties. He supported a tax on funeral directors, funeral notices, venue hire, the securing of graves, celebrants, coffins, wreaths and flowers. However, of more interest, of course, was the Leader of the Opposition’s reaction to speculation in the media about the premium property tax. Without any announcement being made, and on pure speculation, the Leader of the Opposition is promising that he will repeal it. He is the new-age, sensitive Leader of the Opposition that we have in our community. However, scratch the surface of the Leader of the Opposition and what have we got? We have a champion of the privileged in our community. That is what the Leader of the Opposition is - not someone who wants to create a society in which the burdens and benefits of life, including the taxation that is needed to fund the important social services that we have, are shared fairly throughout our community. Under the Leader of the Opposition’s Government, we saw it all - tax the battler and the ordinary families to fund the coalition’s incompetence in government. On top of that, the coalition federal Government introduced a GST, which is a tax on almost everything, including the family home. Yet the Opposition has the gall to come into this place and talk about taxation! This Government will require revenue-raising measures in its budget. The Government has explained to the Parliament the reason for that. It is because of the incompetence and dishonesty of the former Government. When this Government introduces those revenue-raising measures, it will do so in a way that is fair to all Western Australian citizens, and those with the capacity to contribute to the betterment of our society will be asked to pay.
