(2) It is incumbent on the accountable officer or accountable authority of the department or statutory authority to ensure that the agency complies with Treasurer's Instruction 323. In this regard, section 58(4) of the Financial Administration and Audit Act 1985 states that "...every accountable officer, accountable authority and officer shall comply with the Treasurer's Instructions".
