(1) Yes, funding is available to construct a duplicate level crossing with a low-standard access road connecting to Bell Road via the rail reserve.  This level crossing will allow Bell Road traffic access across the railway line during train loading operations at the McLevie receival point. (2) The work is expected to be undertaken during the coming summer.
