(1) In view of the success of the East Perth and Subiaco Redevelopment Authorities did the Government consider the use of a Government Planning authority to master plan the development of Government land associated with Wellington Street and the Busport?
(2) Will the Minister explain why the management of the development of the Convention Centre and Sports Stadium has been handled by the Minister for Tourism and the Government marketing arm rather than the Minister for Planning and a planning authority?

The Minister Replied:
(1) No.
(2) The Perth Convention and Exhibition Centre (PCEC) Taskforce is a multi-disciplinary team and includes all relevant government agencies, namely Contract and Management Services, the Department of Transport, the Crown Solicitor's Office, Treasury, Ministry of Sport and Recreation, Ministry for Culture and the Arts and the Ministry for Planning.
It is a tourism industry led project and the leadership of the Taskforce by the Minister for Tourism and the Western Australian Tourism Commission is based on this agency?s charter which is to accelerate the sustainable growth of the tourism industry for the long term social and economic benefits of the State.
If the Member was familiar with the WATC Act of 1983 (amended in 1994) he would know the organisation is not just "a marketing organisation" and under Section 13 : Functions, it states the functions of the Commission are ...b) to develop or facilitate the development of new tourist facilities and to improve or facilitate the improvement of existing tourist facilities in Western Australia".
In line with this statutory obligation, the WATC has, for the past four years, had as one of its two outcomes to government ..." to promote, foster and facilitate investment in and the development of new tourist infrastructure and products..."
