(1) The most recent estimate of the prevalence of dementia across Western Australia (WA) is reported by Deloitte Access Economics in September 2011. This report notes the following dementia prevalence estimates:
2011 23,931
2012 25,177
2013 26,419
2014 27,673
2015 29,041
2016 30,441
Rising to 36,500 in 2020
These estimates are in line with an ageing population.
(2) Delivery and funding of dementia programs and services is a shared responsibility between the State and the Commonwealth, characterised by planning, policy development and delivery of services such as those of the Home and Community Care (HACC) Program and WA's representation on national committees for dementia.
In 2011 the WA Aged Care Network finalised the WA Model of care for dementia that will act as guide for future service planning and development.
The Alzheimer's Australia Association is the largest provider of dementia specific services in WA. With HACC funding of $3.58 million annually they provide programs such as centre based day care, Respite care, Social support, Carer and care recipient counselling and advocacy. Some specific programs include: Helpline, Counselling and Library and Resource Centre; Early Stage Dementia Program; Carer Support and In-home Respite; Safe2Walk Program; and Dementia Behaviour Management Advisory Service (DBMAS) - (DBMAS is Commonwealth funded).
Alzheimer's WA also provides training to hospital acute care staff and carers to improve support to people with dementia in and beyond the hospital environment.
In metropolitan Perth there are 23 community based organisations with dementia support programs at 41 locations through HACC funding.
Via area health services (Commonwealth/State funded) a person who has dementia may be referred to a day therapy unit for specialist assessment along with a multidisciplinary plan of care. Day therapy Units are located with hospitals at: Armadale; Bentley; Fremantle; Joondalup; Albany; Bunbury; Royal Perth; Sir Charles Gairdner; Swan; Osborne Park; and Geraldton.
In addition a visiting Geriatric and Psycho Geriatric 'Specialist' Program provides services to country hospitals and community that include service for people with dementia. The service is delivered through visits and use of teleconference and video conference.
The Commonwealth funds Aged Care at Home Dementia (EACHD) packages. These dementia specific packages aim to provide care that enables the person with dementia to remain in their own home for as long as possible rather than enter residential aged care accommodation. In WA there were 883 EACH Dementia packages were allocated by the Commonwealth in 2009/10.
