I refer to the Actual Average FTE numbers detailed in the Department for Child Protection and Family Support 2013 and 2014 Annual Reports relating to staff as at 30 June 2013 and 30 June 2014, and I ask: (a) what are the position details and locations of the 12.8 positions that have been lost from Country Services; (b) will the Minister table position and location details of the 13.5 position titles that have been lost from Service Standards and Contracting; (c) will the Minister table position and location details of the 21.7 positions that have been gained in the Policy and Learning Division; (d) what policy changes resulted in the 21.7 additional positions being added to the Policy and Learning Division; and (e) which of the 14 recommendations arising from country attraction and retention survey have been actioned to date, and which recommendations are yet to commence rolling out?

Actual Average FTE Usage
provides an indication of average FTE utilised by directorates and is a consolidation of total hours worked by permanent, fixed term and casual employees across a 12 month period in FTE terms. The measurement is not a direct representation of the Department's FTE establishment, nor is it a measurement of individual position occupancy.
The significant movements between the 2013 and 2014 Annual Reports are primarily a result of the internal transfer of functions from one directorate to another, with the ChildFirst function transferring from Country Services to Metropolitan Services and a review of the Department's legal services areas, resulting in positions transferring from Service Standards and Contracting and Metropolitan Services to a consolidated legal services area within Policy and Learning.
The

also varies between years as it includes fixed term employees backfilling paid and unpaid leave; use of casual employees for unscheduled paid and unpaid leave absences; vacancies caused by resignations and staff transfers to other areas; and temporary increases or decreases in hours as required by the employee / business unit manager.
(e) The recommendations have either been actioned, or are currently in the process of being actioned as part of an ongoing strategy.
The recommendations have led to an update to policy and guidelines regarding handling relocations from interstate or intrastate, the launch of the Department's Mobility Policy in March 2015, the establishment of a Promotions Working Party and a University Information Day and the establishment of LinkedIn Career pages based on key occupational groups within the Department.
The recommendation to review the application of the Home Ownership Scheme (HOSS) was explored, however it was deemed to be outside the Department's area of control for further action.
