In relation to the conditions imposed on Northbridge and city late night venues, as announced by the Director of Liquor Licensing on 9 May 2011, I ask:
(a) what mechanisms are being used to monitor the effectiveness of the conditions in reducing anti-social behaviour in the area;
(b) what increase or decrease in anti-social behaviour have been recorded since the implementation of the conditions;
(c) what statistical data is available in relation to any increase or decrease in anti-social behaviour;
(d) how are the liquor licensing, policing and health authorities determining the efficacy of individual conditions;
(e) what consultation is undertaken, or feedback received, by the above authorities to assess the impact on anti-social behaviour in the relevant areas;
(f) has any work been undertaken to assess the commercial or tourism impact of the restrictions since they were imposed;
(g) what research has been undertaken to assess the prevalence of illicit drugs and their impact on anti-social behaviour in the relevant areas;
(h) what actions or initiatives are in place, or planned, to tackle the prevalence of illicit drugs and their impact on anti-social behaviour in the relevant areas;
(i) what research has been undertaken to assess the prevalence of pre-loading and its impact on anti-social behaviour in the relevant areas; and
(j) what actions or initiatives are in place, or planned, to tackle the prevalence of pre-loading and its impact on anti-social behaviour in the relevant areas?

(a) - (j) The conditions imposed on the extended trading permits granted to hotels and taverns and the variation to the conditions of the special facility licences operating as late night venues in Northbridge, were imposed as a result of representations made by the Executive Director, Public Health and the Commissioner of Police.
For these conditions to be revisited or reviewed, there would need to be further representations to the Director of Liquor Licensing by the Executive Director Public Health, or the Police, or the licensees themselves.
Information on harm statistics relating to anti-social behaviour presented as part of these representations and this information is collected by the agencies themselves. As such this question should be directed to the responsible ministers.
Similarly, questions about tourism and illicit drugs should be directed to the responsible minister.
The Director of Liquor Licensing and staff of the Department of Racing, Gaming and Liquor meet with the Australian Hotels Association, the Big N Group of Northbridge, WA Nightclub Association and other industry stakeholders on the strategies for addressing alcohol-related harm.
