I refer to the Public Sector Commission 2012–2013 Annual Report and reference on page 41 to an increasing number of accountability and governance matters related to government boards and committees, and I ask: (a) how was the review of governance across boards and committees conducted; (b) when was the review conducted; (c) what range of reforms were identified; and (d) since the “review” was conducted, how many of these reforms have been implemented?

Public Sector Commission
(a) The Public Sector Commission conducted a series of targeted interviews with a range of agencies, public sector board Chairs, public sector boards and committees, inter jurisdictional agencies and external providers in board governance. A series of national and academic research was also examined.
(b) The review was conducted between December 2012 - February 2013.
(c) Key recommendations from the review focused on the categorisation of boards and committees, introducing a Ministerial statement of expectations and a board statement of intent and increasing the capacity of board members.
(d) A draft categorisation of the government's 335 boards has been completed along with the establishment of a governance framework for public sector boards and committees. The Ministerial statement of expectations and supporting guidelines has been drafted and a comprehensive induction package for boards and committees has been developed and is subject to consultation with a panel of CEOs and board Chairs.
