1024. Hon MARTIN PRITCHARD to
the Attorney General representing the Minister for Emergency Services:
I refer to the construction of the new State Emergency
Service headquarters in Kalgoorlie.
(1) Why does
the local government have to not only donate the land for the premises, but
also meet the $500 000 cost of the site works?
(2) What negotiations, if any, have taken place with the
council about these costs?

On behalf of the Minister for Emergency Services, I thank the
honourable member for some notice of the question.
(1) Under the
conditions of the local government grants scheme, local government
contributions towards facility grants include the provision of suitable land,
connection of utilities to the site boundaries and associated site works.
(2) The Department of Fire and Emergency Services has
been in numerous discussions with the local government on this matter, and on
every occasion has restated that the cost of site works is the responsibility
of local governments. Together with the department, Minister Francis met with
representatives of the City of Kalgoorlie–Boulder in March 2015, and
reiterated the conditions of the local government grants scheme and further
advised that it would be inequitable to support funding for this item given
that all other local governments have acknowledged and abided by the conditions
of the LGGS.
