I refer to the Stop Puppy Farming reforms and the Minister’s previous response on 23 October 2025 regarding the cancellation of the PetsWA contract for the centralised registration system, for which $9.8 million was allocated, and I note that the Minister stated only that “the Department of Local Government, Sport and Cultural Industries is considering options for implementation and delivery of the PetsWA project and broader Stop Puppy Farming reforms,” and I ask: (a) on what date was the PetsWA contract formally terminated, and what were the contractual, technical, or financial reasons for its termination; (b) how much of the $9.8 million allocation was spent prior to termination, and please table a detailed breakdown by: (i) contractor or supplier name; (ii) date and purpose of each payment; and (iii) any deliverables or assets produced; (c) how much of the allocated funding remains unspent, and in which budget line item, program, or reserve it is currently held; (d) please table any internal or external audit, review, or evaluation of the PetsWA project that have been undertaken since its termination; (e) which consultants, agencies, or working groups are currently engaged by the Department of Local Government, Sport and Cultural Industries to consider options for implementation and delivery of a replacement centralised registration system; (f) what specific options have been identified, modelled, or costed for the delivery of this system since the contract was cancelled; (g) what is the current timeline for the redevelopment, procurement, and expected launch of the new registration system; (h) what consultation has occurred since 1 July 2024 with local governments, veterinary associations, animal welfare organisations, or pet industry stakeholders regarding the redevelopment or interim operation of the PetsWA system; and (i) given the continued absence of a functioning centralised registration system, what mechanisms or interim arrangements are currently in place to enable the enforcement of breeder registration and traceability requirements under the Stop Puppy Farming legislation across all local governments?

The contract was ended by mutual agreement on 20 May 2025. The office of Digital Government is providing input to the Department of Local Government, Industry Regulation and Safety in developing and assessing options. Options remain under development and consideration, and no final decisions have been reached at this stage. A timeline has not been finalised and remains dependent on the options currently being developed and considered. Breeder approval requirements under Stop Puppy Farming legislation require supporting regulations, which are currently under development.
