(1) The Previous Minister for Environment determined the appeals against the Greater Bunbury Region Scheme including the Twin Rivers area on 30 November 2004.
(2) The Minister wrote to all appellants notifying them of her appeal decision on 30 November 2004
(3) The Minister determined that the area of Regional Open Space (ROS) as proposed in the Greater Bunbury Region Scheme was inadequate and that it should be expanded so that a larger area of the upland vegetation is added to the proposed ROS to provide for a more effective and sustainable conservation reserve. This involved widening the proposed regional open space boundary at the southern and northern ends of the site, and expanding the regional open space westwards to ensure that a larger area of upland vegetation is retained.

(5) The Minister determined that an appropriate conservation outcome could be delivered without requiring the whole of the site to be set aside for conservation as recommended by the EPA but needed to be larger than that proposed in the Greater Bunbury Region Scheme for Regional Open Space. This area would provide protection of the conservation category wetland, all of the Swan complex vegetation, all of the known declared rare and priority flora on the site and an adequate area of Karrakatta Central and South vegetation.
