I refer again to the Government’s review of the structures for crime prevention in Western Australia. When will the Government release its final decision on the new structure for crime prevention in this State? Dr G.I. GALLOP

AnswerView source ↗

It will be seen soon. I made the point yesterday - Several members interjected. Dr G.I. GALLOP: Hang on! Members might be interested in this. I know the member for Roe is interested. I will ask the member for Roe a question. Several members interjected. Dr G.I. GALLOP: It is very important that the people of rural Western Australia know the attitude of the member for Roe on this matter. Does the member for Roe think the existing structure for dealing with crime prevention in Western Australia is adequate? Several members interjected. Dr G.I. GALLOP: I am talking to the member for Roe. Does the member for Roe think it is adequate? Mr R.A. Ainsworth: I am very interested to know what your answer is, because you are the Government. Dr G.I. GALLOP: I will ask the member for Wagin. What is the member for Wagin’s view? Mr T.K. Waldron: From talking to people, it can be improved - Dr G.I. GALLOP: It certainly can be improved. The Government of Western Australia has made a serious study of crime prevention not only in Western Australia but around the world. We have also consulted on the existing system not only in Perth but right around the State. There is overwhelming evidence that the structure in Western Australia is incapable of producing a proper and comprehensive crime prevention strategy for Western Australia. Therefore, we have to change that system. We are in the final stages of finetuning what that new system will be. Mr C.J. Barnett: Final stages of finetuning! Dr G.I. GALLOP: That is exactly what we are doing. Mr C.J. Barnett: Final stages of finetuning! That says it all! Dr G.I. GALLOP: What does it say, Leader of the Opposition? Mr C.J. Barnett: It says what I told a business group when you became Premier: you will never be able to make a decision. The final stages of finetuning! We want to know what you are doing. The SPEAKER: Order, Leader of the Opposition! Dr G.I. GALLOP: It is strange that on the day when, for the first time in the history of Australia, a Government has made a decision to intervene on behalf of women and children we should get an interjection like that from the Leader of the Opposition. One feature of this Government is its ability to make decisions. I will tell members what will happen. When we announce our new structure, it will be opposed by the Opposition, because the Opposition thinks that the role of the Opposition is to oppose everything the Government does. That is exactly what the Opposition thinks. Mr R.F. Johnson: No, we do not. Dr G.I. GALLOP: That is exactly what the Opposition thinks. Either we are serious about crime prevention or we are not. If we are serious about it, we will base it on a partnership between local government and the State Government. I have been approached by local governments to have “more” consultation with them on this issue. I agree with the member for Perth. The time has come to get our new model in place so that we can move ahead in the future. The people who do not want to make decisions are those opposite. Several members interjected. The SPEAKER: Order! I call to order the Leader of the Opposition, the member for Perth and the member for Warren-Blackwood. Dr G.I. GALLOP: Every time an issue comes up in this Parliament, we have a clear demonstration of the choice that people have in Western Australian politics. People on the government benches are capable of facing up to a complex issue and coming up with a solution and following through, whereas the Opposition puts up an appearance of change but does nothing, sweeps issues under the carpet, or creates conflict in the community and then tries to feed off that conflict. That is what members opposite represent. We represent change. We represent problem solving. We represent solutions. We represent the future. I am proud to be the leader of a party that adopts that approach. Mr M.J. Birney interjected. The SPEAKER: Order! I call to order the member for Kalgoorlie.
