of 9 April 2003, how has the National Competition Council ‘made it clear that it will penalise Western Australia unless reforms (in retail trading hours) are progressed’?
(2) Will the Minister table copies of correspondence from the NCC confirming this statement?
(3) Exactly how much money has each of the other Australian States lost or had withheld by the Federal Government as a result of their reluctance or refusal to meet National Competition Policy guidelines on this issue of retail trading hours?
(4) If in fact the other States have not had money withheld because they have deregulated retail trading hours, will the Minister table a copy of each State’s submissions to the NCC in support of retaining regulated trading hours because of overall public benefit?
(5) How is the Western Australia Government ‘consulting with the community about the situation NCC policy has placed Western Australia in’, when did this consultation commence, what formal consultation processes have been put into effect, and when and how were calls for public submissions made?
(6) Why will the Western Australia Government not even attempt to argue its case in support of net public benefit arising from the retention of regulated trading hours when significant public benefits without loss of Federal funds are at stake?

However, it is understood that the NCC has provided recommendations to the Federal Treasurer that all States and Territories except South Australia and Western Australia have met their national competition policy obligations in respect to retail trading hours.
