e) The latest available data on the current number of available beds per 100,000 people based on the latest Australian Bureau of Statistics Estimated Resident Population figures for Western Australia for each category is presented in (a) and (c) above.

Information presented in response to the question has been extracted from the national Mental Health Establishments data collection. This is an annual data collection process managed by the Australian Institute for Health and Welfare (AIHW). As with many national data collection processes a number of definitions have been refined as the process has matured and requirements change. This includes which services are "in scope" for each category. Previously submitted data is not back cast as part of that process.
Data from 2008/09 is presented as it is the base line year used in Figure 17 in the 2012
Stokes Review, to compare with the five years data from 2009/10 to 2013/14.
